This is my view of how the Cabinet of Barbados should be reorganized to consolidate executive branches and to define their functions.
The business of state would all be distributed between ten departments of the Government as follows:
Office Of The Prime Minister.
Government Information Service; Electoral & Boundaries Commission; Auditor General; Ombudsman; Labour Relations; Public Service; Social Security.
Citizenship & Immigration Services (passports, visas, work permits, asylum); Consular Services; International Trade; International Business; International Transport; Humanitarian Aid.
Economic Planning; Central Revenue Authority; Central Bank; Banking And Financial Regulation; Securities And Insurance Regulation; Statistical Department; Central Purchasing.
Health And Human Services.
Public Health; Queen Elizabeth Hospital; Pyschiatric Hospital; Polyclinics; Drug Service; Geriatric Hospitals; Child Care; Disabled Care; Elderly Care; Sanitation; Human Waste Management; Environmental Health; Welfare.
Education And Culture.
Teacher Training; Early Education; Primary Education; Secondary Education; Tertiary Education; School Meals; National Library Service; Archives; Barbados Museum; Sports And Recreation; Arts And Culture; Media Licensing; Community Development; Youth Affairs; Gender Affairs.

The general duties and functions of each minister would be:
Minister of Foreign Affairs. Manages foreign, diplomatic and consular relations, encourage the country’s international trade and lead international development and humanitarian assistance.
Minister of Finance. Collects state revenue, produces money and formulates economic policy.
Minister of Health and Human Services. Formulates and establishes policies to increase the level of population health; harmonious development of the healthcare system; strengthen control of the factors that may affect the health of the citizenry; and provide essential human services, especially for those who are least able to help themselves
Minister of Education and Culture. Directs the formulation and implementation of education policy providing citizens with a balanced and well rounded education, developing them to their full potential and nurturing them into becoming productive citizens, conscious of their responsibilities to family, society and country.
Minister of National Security. Creates an environment that ensures the maintenance of law and order, public safety and defence against aggression; coordinates disaster preparedness and emergency relief; and controls the flow of people in and out of the country.
Minister of Justice/Attorney General. The Attorney General is chief legal adviser to the Prime Minister and the Government of the country. The Attorney General enforces the law and defends the interests of the country according to the law; provides national leadership in preventing and controlling crime; seeks just punishment for those guilty of unlawful behaviour; and ensures fair and impartial administration of justice for all.
Minister of Public Works and Utilites. Works with many partners inside and outside Government to modernise public infrastructure as part of an integrated vision that encourages the kind of economic growth and environmental stewardship that enhances the quality of life and contributes to economic success
Minister of Commerce. Works in all areas of the economy and in all parts of the country to improve conditions for investment, enhance innovation performance, increase the country’s share of global trade and build a fair, efficient and competitive marketplace
Minister of Agriculture. Provides leadership in developing and implementing policies and programmes that ensure the island’s agricultural, fisheries and food industries remain competitive, profitable and sustainable, thus ensuring food security and food safety.
